Miller, who played his entire 18-year career with the Pacers, retired as the NBA leader in 3-pointers made (2,560) and attempted (6,486). He was a five-time All-Star and Olympic gold medalist.
A first-time nominee, Miller is now a broadcaster for TNT.
Former Pacers Mark Jackson and Chris Mullin, both of whom have been nominated before, are again on the 2011 list.
The candidate list will be trimmed to a group of finalists by mid-February, with the 2011 class announced in April.
Among those also being considered are Bernard King, Don Nelson, Dennis Rodman, Maurice Lucas, Jamaal Wilkes, Rudy Tomjanovich, Cotton Fitzsimmons, Tex Winter, Spencer Haywood, Maurice Cheeks, Ralph Sampson, Bill Fitch, Dick Bavetta, Rick Pitino, Joe B. Hall, Jim Valvano, George Raveling, Marty Blake, Tara VanDerveer, Teresa Edwards, Arvydas Sabonis and Sarunas Marciulionis.
