According to the AP’s report, via HuffPo, Paterson’s “official business” excuse was insufficient because 1) he “performed no ceremonial function,” and 2) even if he had, he still wouldn’t have been entitled to free tickets (though he and staff members apparently later paid for four of the tickets).

Apparently, Paterson avoided the harshest possible punishment (the NPR piece linked above said the fines could have totaled up to $90,000), but ledes like the opening to the AP’s story:
New York Gov. David Paterson contradicted his staff, the Yankees and common sense when he falsely claimed he always intended to pay for five tickets to the first game of the 2009 World Series at Yankee Stadium, a state commission said in assessing him a $62,125 fine.
