Three people were listed in critical condition, said state police spokeswoman Stephanie Dasaro.
The bus was one of three bringing college students from the University of Massachusetts-Amherst to Quebec City in Canada for a ski trip, according to Tour World Inc. spokeswoman Liz Brown.
"At this point, we are gathering information about this event," university spokesman Ed Blaguszewski said in a statement. "Our thoughts and prayers go out to those people who were injured in the crash."
Emergency workers treated victims at the scene, transporting passengers to at least two hospitals, said Brattleboro Memorial Hospital spokeswoman Barbara Gentry.
The bus was traveling on Interstate 91 near Brattleboro in southern Vermont when it crashed, closing the highway's southbound lanes, police said.
Eight students with minor injuries were treated and released, Gentry said.
Another eight passengers were treated for minor injuries at Springfield Hospital, said Janet Sherer, chief of patient care services.
