A 56-year-old man walked to the front of the Bay board meeting, cleared the room of spectators and women, and fired at the superintendent and board members. The district’s security chief bolted into the room and shot the gunman, Clay Duke, multiple times. Duke fired a fatal round into his own head, according to police. No one else was hurt.

The incident was captured on video and broadcast around the world, leaving many elected officials shaken by the scene that unfolded at a familiar setting. A survey of school boards and county governments by The Florida Times-Union found that armed law enforcement officers are routinely present at a majority of public meetings in Northeast Florida. Governments are unsure what else they could do to prepare for the unlikely situation.
