Tom Harkin

Pressing a key argument of President Barack Obama, Sen. Tom Harkin has told lawmakers at a health care summit that a step-by-step legislative response to the problem wouldn't bring about genuine reform.

The Iowa Democrat likened the incremental approach urged by Republicans to a swimmer who is "50 feet off shore drowning and you throw him a 10-foot rope."

Harkin said it is not practical to do "this kind of incremental approach that I hear others talk about." Obama has argued from the outset against a piecemeal approach. And Harkin buttressed, saying that "it all hangs together. You can't pick one part out."

Harkin said the private insurance system currently segregates people in risk pools depending on their health.
