The Greenup County game warden is looking into the case. Retired police officer George Coleman saw one of the bodies and concluded it was probably a dog because it was too large to be a coyote.
"My daughter said, 'Oh my gosh, Dad, what is that hanging there on the stump?" Coleman told WKYT-TV. "She said, 'I think it's a dog."'
Officials said the game warden had recently searched the area for illegal hunters and poachers. He didn't make any arrests but left his business card in plain sight on the trail as a warning.
The skinned dogs were discovered the next day.
