You would think with an advanced warning of such a catastrophic even there would be measures put in place to limit the loss of human life and the destruction of services such as gas and electricity. With studies like this confirming that the is a very good possibility of such an even more needs to be done to handle it.
We are a technologically advanced race, at least compared to what we used to be hundreds of years ago. We can travel in space, invent super computers and spend millions upon millions of dollars on war, but every time an earthquake hits we seem to be caught unaware. Every time we see all those people on the news blood soaked, trapped under houses, trapped under bridges. I'm not saying we should be able to see into the future, but rather that we should be sufficiently prepared at all times to deal with the situation.
In earthquake prone areas all buildings and bridges should be made to withstand large earthquakes. We have the technological know-how to do this. When it comes to money, there's nothing more important than a human life.
